Does this include the cost to not have ads, if not how much is this?

WordPress is free. For the most part they don’t charge anything at all. If you use their servers, they may put inobtrusive text ads on your website.
You can, however, get some premium features including a custom domain name and no advertising ( http://en.wordpress.com/products/ ) for only around $ 15 a year.

Yep WordPress is FREE! You will need to find a good web host and then install WordPress yourself for free. I recommend GoDaddy. I’m a professional website designer, coder, SEO dude and IT guy. I have tried several different hosts and have several clients that have several different web hosts. The best deal for your money is GoDaddy. I’m not going to do a negative thing here and list the hosts that i do not recommend. My motto – If you don’t have something good or positive to say then don’t say anything at all. Of course if a company is trying to pull a scam or performing fraudulent activities i will be the first one to blow them out of the water.
Ok back to the point.
If you choose a free host most of them will require that you show ads on your website. If you just have a personal website that is just for fun then a free host is fine. If you want a website that you have full control over or you have a business site, you should have paid web hosting of course. I know this is cliche, but you get what you pay for so if you spend a few dollars more it makes the difference between having so-so possibilities with your website to having everything that you need and that your successful competition has. Back to GoDaddy. The Deluxe package is the way to go. The price is incredible for everything you get and i mean you get EVERYTHING! The control panel is a bit confusing because you have much more control over your website, but their customer support is top notch if you get stuck. No i don’t work for GoDaddy and do not have any kind of affiliate thing going on with them….yet. I am going to add an affiliate link to my site eventually because if i can steer someone in the right direction why not make a little money for doing so?
Ok now really back to the point again. Sorry i’m a blabberer.
The WordPress application is free and most web hosts, if not all, have it available for you to install on your website domain. In addition, there are over 1000 free WordPress template out there and some very reasonable priced paid themes. All the free themes are customizable so you can modify them to look exactly the way you want and add all the additional features (plugins) you want for free. My angle? I customize and code WordPress themes for a living among other website platforms and i have to honestly say that WordPress is the easiest open source CMS platform to customize and code. Sorry i went on and on.
Anyway what you need first is a good web host, then you can take it from there. Good luck!
As you may know a domain name is just a name, not a real website/weblog. If you are going to create your blog website: 1- Buy a domain name. A domain name is a name you want to call your website (ex: http://www.yahoo.com). To get a domain name, you have to pay an annual fee to a registrar for the right to use that name. 2- Buy a web hosting service to provide your online space and enable you to get your blog online at your purchased domain name.
If you’re going to start your blog at your own domain with different pages, you need a web host providing wordpress.

Don’t confuse WordPress.com (free hosting of a non-commercial, WordPress blog) with WordPress.org.
Wordpress.org supplies the WordPress software – which you can install on your own webspace with your own domain name. In fact most webhosts offer cpanel (or similar) which allows you to install the WordPress software on your own domain quickly and easily.
