How to make templates for blog in wordpress?

Do I need to master the program language first? I only know a little about it. And what softwares do I need to make the template? Photoshop, or programming software?
Please help, or maybe if you know the tutorials, give me the links.

You will need to know HTML, CSS, and some PHP (particularly how WordPress integrates with a theme). You’ll also want to know a little bit about a base theme, like Thematic, that you can build upon.
For designing the various elements, you can use Photoshop.
When it comes down to it, you can edit the files by going to Appearance > Editor, however, you might prefer to log into the site using an FTP program (like CuteFTP or Cyberduck) and then edit using an editor (like bbEdit or Smultron or notepad even).
